One; "rumors" are not facts.

Two: Incest is specifically about sex between biologically related people.
Dating/sleeping with an adopted sibling may be disturbing as hell, but its not 'incest.'

Doesn't matter to me blood related or not. Based on those kind of circumstances it's incestuous to me. By law if a person is adopted they become family and I don't care if they are not blood related they are still recognized as family.

If they're been raised like brother and sister and lived together since they were very young, it would be weird and I imagine it would feel incestuous. But I don't know about their situation. Adopted = no blood shared = no problems there.

Okay, they're not related, they were raised together, if they're attracted to each other so be it. It's sure as hell not my business. But if it was I don't see anything wrong with it. Now if she was his sister then that's a problem.

Hypothetical question for you: What if they WERE blood related, but voluntarily chose to have her tubes tied in order to guarantee no children would be born. Would that make it okay or still bad? I always wondered. It used to be common practice for families (Usually Royalty) to have offspring with blood relatives, later they discovered it actually created genetic anomalies and therefore was considered taboo to the highest extent. But if the two weren't able to have children, would it still be taboo? :)

It's a messed up rumor. But it's just a rumor. It's not incest because it's not biological.

Then again, look at Woody Allen. As disgusting as it was for him to have a relationship with his adopted daughter, it wasn't incest.

But again, it's not incest, and it's just rumors. Plus, she already has enough to put up with her mother dying, and she's still probably mourning. Tabloids never take a break when they should.

If it was ok for the Cullen family in Twilight, it's ok in real life.

Seriously though, Incest is defined by having sexual relations with a blood relative. They aren't blood related so technically it's not an issue. However, I wouldn't say it's innocent either. I mean my step dad isn't blood related to me but I wouldn't have sex with him either...I think I just threw up a little bit.

You are lucky, you have a sense of self worth and would not allow such an occurrence,
