Restaurant Impossible: Is Robert Irvine too tough?

So on Food Network's Restaurant Impossible, the host, Robert Irvine, helps failing restaurants in two days with 10,000 USD. He's very tough and does not sugar-coat his opinions. However, after watching several episodes, I have to admit that some of these restaurants deserve it. Between the horrible servers, gross food, and filthy kitchens, I wouldn't eat there. Somehow he manages to help these places out.
So, my question is, is he too tough, do the restaurant owners deserve his no-holding-back attitude, or should it be a happy medium?
