I think for attention.

I don't know how some people forget to put on their bra. Especialy with the shirt she had on. T-shirt with a large opening for your arms. You'd feel a draft. No way that's an accident.

Actually neither. I doubt it was an accident - she chose to wear such a loose shirt cut like that, with no bra. I don't think she's desperate for attention either though. I think she has just stopped giving a damn if people can see some of her boob. Indifference is not a publicity stunt.
