If she can afford it I don't see any reason why not. A good friend of mine just had her second baby and her first was just under a year old when her brother was born. The boy came out healthy as a horse and other than being suuuuuuper tired mom is fine too.
People have twins and even triplets fairly regularly...two kids close in age could end up being great in the long run.

On Christmas Day, Jessica Simpson confirmed the rumors that have been swirling for weeks: she is pregnant with her second child. The proud mom-to-be tweeted a photo of her baby girl Maxwell sitting with the words “Big Sis,” which were etched into the sand in front of her. Check out the video below to see the cute shot at :25!

And secondly, that has absolutely nothing to do with the fact that back to back pregnancies are physically and emotionally brutal. Are you suggesting someone else will carry her foetus?
