Is Larry Bowa's suspension fair?

Two games into the season, The Los Angeles Dodgers third base coach, Larry Bowa, was suspended (for three games) and fined for "inappropriate and aggressive conduct" because of an incident with umpire crew chief Ed Montague.
Ignoring repeated warnings from Montague, to not step out of the coach's box, Bowa was ejected from the game, but not without a fight, in the sixth inning.
"Major League Baseball announced, that starting this year, first- and third-base coaches must not cross the lines toward home plate or the field until batted balls pass them. Only then can they take up other spots to guide runners."
