Game Developers Conference Crowns 'Skyrim' Game of the Year: Obvious or Undeserved?

Spike's Video Game Awards named "The Elder Scrolls V: Skyrim" its 2011 Game of the Year in December, but the VGAs have received a lot of criticism from the gaming community, as they're largely driven by ratings. But the Game Developers Conference, being held this week in San Francisco, gave out its own awards. Turns out Spike was right. "Skyrim" took the Game Developer Choice Awards, too.
There was one big difference between the VGAs and the Game Developers picks, though. At the VGAs, "Batman: Arkham City" took a large share of the winnings. At the GDC, it didn't get a single award. Instead, "Portal 2" took the biggest share, Game of the Year aside. The Valve sequel went home with Best Narrative, Best Game Design, Best Audio. Incidentally, "Skyrim" didn't win anything else. Do you think "Skyrim" deserves GDC's "Best Game of the Year" award?

The game itself was initially unplayable just just for PS3 but Xbox360 and PC (For those that got over 50 hours game play and on version 1, you'd know). The lag has been greatly reduced post Version 1.4 (2.2 PS3) but even still not all of the quests are completable and some you have to through a specific route to make sure it activates properly.
Long story short. A game so riddled with bugs should NOT be awarded the game of the year award, regardless of how fantastic it is. It's like giving the Carnegie Medal award to a book that's really only got a brief outline of a story, the book cover looks good, oh and it has some fantastic illustrations. (The Carnegie Medal is awarded to books for being best written, much like the GOTY award).

The PC version was as buggy as the Xbox version...mostly because it was one and the same. (I've been on the Bethesda forums long enough to know that -.-; )
I might be the odd one out here, but I never download mods >.<; Patches maybe, but mods rarely do anything different for me. If the game isn't good enough on its own, then I don't buy it and if it's good enough on its own then I don't need mods *shrug*.
If you mean core game files because the fudging lag wouldn't stop.... then we had to wait a few weeks *cough* months *cough* before those on the PS3 could play the game after about 10 hours >.>;
