Loosely not strictly. I think an umpire should have the discretion to both hurry up the pitcher and hitter by giving some warning before calling a delay of game with some penalty. I don't like the idea of saying, alright youve got 10 second and i've got a timer lets go.
There are plenty of other ways to speed up the game than that.
Do you believe the MLB should limit the time MLB hitters spend out of the batters box between pitches?

When I was a kid, games generally took about 2 hrs. Today they usually go 3. And, if it's Yankees vs Red Sox, 4 hrs isn't out of the question. That's too long.
There are plenty of other ways to speed up the game than that.
