Could the US host the Rugby World Cup?

With the Rugby World Cup goig on in South Africa at the moment, I always wonder why it is always held in Australia and New Zealand, Great Britain, Ireland and France or South Africa. Why isn't it ever held in one of the "minnow"countries like the US?
I remember back in 1994 when the US hosted the soccer World Cup, all the European nations said it would be a huge failure and it turned out that it wasn't. So I think the World Rugby Organisation should wake up and let the US host a rugby world cup.

I'd love to watch a contact sport that didn't involve stopping the clock every 10 seconds and didn't require padding.
