At what age do you punish a student for being a bully?

A mother of a 6 year old was shocked when she found out that school teacher had a different way of handling this school bully.The teacher had each student walk by the kid and slap him twice.The teacher from a school near San Antonio Texas was fired but,the mom wasn't told of the incident till a few weeks later.At what age should a student be able to be punished for school bullying?What is appropriate punishment? I think the parents should be called into school and the principal should let the parents know what their son or daughter has done.Punishment like detention,suspension,expulsion or even police intervention should all be options.

    It doesn't matter what age they are, they have to learn a lesson.

    I don't believe in corporal punishment-- especially in the schools. If the parents can do it properly (?) and it works, that's up to them. It just seems like a bad message to send about what bigger people can do to smaller ones.
