Sure. It's probably not going to be quite as good as The Dark Knight, though. Too much happened at just the right time for The Dark Knight that you can't expect to happen again.

I hated The Dark Knight enough to not want to see it's sequel in theaters. I loved Batman Begins and was excited for TDK until I saw it and TDK was the most disappointing movies I ever saw.
