Who is guilty of price gouging?

I have heard all over the media that the oil companies are gouging. Now I an all for free enterprise, but I also see myself as cost conscious (My wife says cheap). Thus I have begun to explore ways to cut our energy bill. My results were quite a shock. Solar Energy for the house $15,000 - 20,000! Geo-Thermal temp control $17,000! A wood pellet stove $6,000!

Who are the real price gougers? They advertise a 7 year payoff? In business a proposal will not even be looked at unless it has a ROI of 24 mos or less!
