Quite simple really, it is a way to easily manipulate the US, as well as hurt our economic development and force (yet more) firms to relocate overseas or globalize their operations. All this will only hurt a Job market that is dwindling.
Not to mention, EU counties have control boards that make our EPA look like a bunch of fucking boy scouts on a camp out by comparison. Not surprisingly, the retrofit firms are also all EU, so they stand make billions.
Mark my words, if liberalized environmental bullshit becomes reality, we will see an immediate 5-7 percent loss in GDP the following year. The EU stands to profit, do not think for a second otherwise. Plus, it gives them the added benefit of being able to fuck with us too, so it is a no lose situation.
Still, I am sure this is all for nothing. I think obama is highly naive, but I refuse to believe he is nearly inept enough to act on his lofty (to say nothing of contrived) convictions.

If climate change is a scam, why are so many countries involved in Copenhagen even though many of them will suffer increased costs to address its agenda of curtailing CO2?

Why would countries even consider additional costs to themselves in pollution controls etc. if their advisers and scientists could prove to them that global climate change is a scam? Surely not every government involved in Copenhagen is populated by idiots?

Ummmm...of course there is. Earth (like humans and life) is ever changing. I mean...do we still have dinosaurs on earth? No...they are extinct. Part of NATURE. So if they polar bears are next...why is that a bad thing.

And for the record. I don't "believe the warmers", I believe the evidence. I believe the fact that in ONE Canadian province alone, hospital costs due to complications as a direct result of air pollution were over a billion dollars a year, and our air is cleaner than yours, by far. I believe the fact that it's almost at the point that you have to find a park to find a tree. I believe the signs that say "Do not drink the water" and "No Swimming - Contaminated water". I believe the fact that people regularly use car exhaust to intentionally kill themselves. And yes, I believe the recorded Data. One failed test doesn't discredit them all, especially when the rest are all consistent. It all comes back to the same thing though. With or without global warming, we're still killing the planet.
