Well these idiots that bought into this plan got screwed over. They had cars that got them back and forth. They had no loans on them and the taxes and insurance were low.

Now they have a new car with a mortgage, high taxes and insurance. But they get 8 more miles per gallon.

HMMM.

The problem that is pointed out in this article is that their gas mileage did Not go up 8 mpg like it was suppose to..
The other things you point out are very true... and the Taxpayer paid around $24,000 per transaction!!

Another added debacle of a program that was not designed very well.
